
Dr Grace Jennings is a strategic healthcare executive with over 13 years of leadership in health outcomes research, health technology assessment (HTA), market access, and evidence generation across global non-profit, consulting, regulatory, and pharmaceutical environments. She holds a PhD in Policy Analysis (2010) and an MSc in Control of Infectious Diseases (2003) from the London School of Hygiene & Tropical Medicine, along with a BSc (2:1) in Biomedical Sciences from King’s College London (2002). Her expertise spans patient-centred outcomes, HEOR, EU HTA implementation, antimicrobial resistance (AMR), real-world evidence, and value-based healthcare, underpinned by a passion for evidence-based decision-making to improve global health.
As Senior Director of Outcomes Research and Development at the International Consortium for Health Outcomes Measurement (ICHOM), Dr Jennings has been leading the global Outcomes Research team in developing Patient-Centred Outcome Measure Sets that capture what matters most to patients across diverse conditions. As Principal at IQVIA Value and Payer Evidence (2022–2024), she secured over £4M in consultancy revenue from top pharmaceutical clients, led HQ relationships, and delivered high-impact projects on EU HTA strategy, AMR market access, AI/ML in evidence generation, and real-world evidence methodologies. At MAP Patient Access Ltd (2021–2022), she served on the executive leadership team, managed the MAP Online platform (achieving significant member growth and retention improvements), and generated substantial consulting revenue. From 2012–2021 at NICE, she held roles as Senior Scientific Adviser and Technical Adviser, delivering 100+ scientific advice projects (including joint EMA/EUnetHTA work), leading the groundbreaking Models for Evaluation and Purchase of Antimicrobials initiative to shape UK AMR policy, and co-developing the award-winning Medtech Early Technical Assessment (META) tool. Earlier experience includes technical analysis for NICE Technology Appraisals, academic lecturing at LSHTM, and public health consulting.
